Today NCC had a meeting with the Mayor of Kigali City, Kicukiro and NyarugengeMayors, GasaboVice mayor, security organs and officials from Hope and Homes for children.Participants shared progress made in the implementation of the national Strategy for Child Care reform. They also discussed challenges and possible actions in preventing and responding to various forms of child maltreatment
Marie Chantal Rwakazina, the Mayor of the city of Kigali thanked the National Commission for Children (NCC) and hope and Homes for Children for their initiative to ensure that all children are raised in families. “6 orphanages out of 7 in Kigali are now closed, we are happy that those children are now living in families” she said. She urged all participants and their respective institutions to ensure the wellbeing of all children.
Ms Vidivi Karangwa Immaculee, Deputy Country Director of Hope and Homes for Children Rwanda emphasised the need for political will to enable all the children enjoy the love of a family. “When a child leaves orphanage to live in family we have to make sure that he/she doesn’t face the same problem that made her/him leave the family. We must not fail our children” she concluded
According to NCC Officials, one of the resolutions of this meeting is the plan for legalisation of the placement of children from orphanages and abandoned children in alternative care
The Strategy for National Child Care Reform was approved by the Rwandan Cabinet of Ministers in March 2012. It details how Rwandan Children living in institutions should regain their right to live in a loving, safe and supportive family environment. This strategy is aligned with the Constitution of the Republic of Rwanda and the Integrated Child Right Policy.
